When I dragged and dropped the project folder into VS Code, then the link showed up and I could click it and use it as it was intended. I only had a PHP file open and was working on it. Type Open launch.json in the Command Palette and press Enter. I had not opened a folder, so there was no place for VS Code to put the launch.json file. Press Ctrl + Shift + P to open the Command Palette. In order to see the "create a launch.json file" you have to open (or drop) a project folder into VS Code. The reason that the link did not show is that I created a PHP file and then saved it into a basic WordPress root directory and ran it from there.
